For many companies the criteria the minister in making this decision is .... network uptime. If re-running 24x7, mission critical (saving lives, or the organization 24 hours) infrastructure, you pay a price that is using two Tier 2 (for cost savings, in general), a Tier 1, and even Tier 3 network administrators. But, watch your technology.
